Acop L8 - Legionella Services

What is ACOP L8 ?

L8 refers to the “Approved Code of Practice and Guidance on the Control of Legionella Bacteria in Water Systems” in the United Kingdom. It is a document published by the Health and Safety Executive (HSE) that provides detailed guidelines for controlling the risks associated with legionella bacteria in water systems, particularly in workplaces and public facilities.

Key Points About L8:

  1. Legal Framework:

    • L8 provides practical advice on how to comply with the legal requirements of the Health and Safety at Work Act 1974 and the Control of Substances Hazardous to Health Regulations 2002 (COSHH). While the code itself is not law, it is considered best practice, and following its guidance is a way to meet legal obligations.
  2. Risk Assessment:

    • One of the primary requirements under L8 is that employers, landlords, and facility managers must carry out a legionella risk assessment. This involves identifying and assessing sources of risk in water systems, such as cooling towers, hot and cold water systems, and other places where water is stored or recirculated.
  3. Control Measures:

    • L8 outlines the steps necessary to control the risk of legionella, including:
      • Managing and maintaining water systems to prevent legionella growth.
      • Implementing a written scheme for controlling the risks, which includes procedures for routine inspections, cleaning, and maintenance.
      • Monitoring water temperatures, as keeping water at temperatures that discourage bacterial growth is crucial.
      • Ensuring that any remedial actions identified during the risk assessment are carried out promptly.
  4. Roles and Responsibilities:

    • The code specifies who is responsible for managing legionella risks, typically the duty holder (employer, landlord, or facility manager) and the person responsible for implementing the control measures (referred to as the “responsible person”).
  5. Documentation:

    • Under L8, maintaining accurate records of all risk assessments, control measures, and monitoring activities is essential. This documentation demonstrates compliance with legal obligations and is vital during inspections or audits.
  6. HSG274:

    • L8 is supported by technical guidance found in the HSG274 documents, which provide more detailed advice on controlling legionella in specific types of water systems, such as evaporative cooling systems (Part 1), hot and cold water systems (Part 2), and other risk systems (Part 3).

Why Is L8 Important?

Following the L8 code is critical for preventing legionnaires’ disease, a potentially fatal form of pneumonia caused by inhaling water droplets contaminated with legionella bacteria. Non-compliance can lead to legal action, significant fines, and reputational damage, especially if an outbreak occurs due to negligence.

For businesses and facilities, adherence to L8 not only ensures compliance with the law but also protects the health and safety of employees, tenants, and the public.
